The map application consists of layers that can be turned on and off one by one under the "Layers" section. Cadastral unit boundaries are hidden by default and become visible starting from scale 1:50,000.
In the legend and layer list, layer names established by the comprehensive plan are highlighted in red and italic.
To get an overview of the conditions set out in the explanatory report for a location of interest, use the search tool or click the chat icon button in the top-left corner and then click the desired location on the map. The overview opens in the panel on the right, where you can ask follow-up questions if needed and download the summary as a PDF file. The same feature is also available from address or cadastral search results. Which layers are turned on does not affect the content of the overview.
You can measure area and distance using the tools in the top-right corner of the screen.
Other layers are informative (shown as of 12.12.2025, except automatically updating layers – base map (buildings, roads, place names, etc.), cadastral data, and the waterbody construction restriction zone from Maa- ja Ruumiamet).
Main land-use designations and some other layers are partially transparent and their colors may be affected by details of the base map beneath them. Clicking layers in the map opens a pop-up window with the layer name. If several layers overlap, use the arrows in the pop-up window to switch between them.
