Comprehensive Plan Map Application

The map application consists of layers that can be turned on and off one by one under the "Layers" section. Cadastral unit boundaries are hidden by default and become visible starting from scale 1:50,000.

You can measure area and distance using the tools in the top-right corner of the screen.

In the legend and layer list, layer names established by the comprehensive plan are highlighted in red and italic.

Other layers are informative (shown as of 12.12.2025, except automatically updating base map layers such as buildings, roads, place names, as well as cadastral data and the waterbody construction restriction zone from Maa- ja Ruumiamet).

In the search window, you can search by cadastral code or address. Open the dropdown arrow on the left side and select the desired search source.

Some layers, including main land-use designations, are partially transparent and their colors may be affected by details of the base map beneath them. Clicking layers in the map opens a pop-up with the layer name. If several layers overlap, use the arrows in the pop-up window to switch between them.
