Natura 2000 Assessment
Legally sound and professional support for spatial plans and development projects.
A Natura 2000 assessment is required for any plan or project likely to have a significant effect on a Natura 2000 site or its conservation objectives. A professionally conducted assessment is essential for the lawful adoption of spatial plans, granting of permits and implementation of development projects.

Why is a Natura 2000 assessment important?
A Natura 2000 assessment examines the potential effects of plans and projects on Natura 2000 sites and their conservation objectives. It is required for any activity that is likely to have a significant effect on a Natura 2000 site and its conservation objectives.
Based on the assessment, the competent authority must be able to ascertain that the proposed activity:
- will not adversely affect the integrity of the site;
- complies with European Union nature conservation requirements;
- can be lawfully approved and permitted.
Our Experience
Hendrikson DGE’s experts have extensive experience in conducting Natura 2000 screenings and appropriate assessments for a wide range of plans and projects, including:
- development plans and strategic documents;
- municipal comprehensive plans and detailed spatial plans;
- infrastructure projects, including power lines, roads and railways.
We have contributed to the development of Estonia’s national guidance on Natura 2000 assessments and follow the European Commission’s guidance on Natura 2000 in our work. This provides a strong foundation for high-quality, legally robust assessments.
Our team also has experience in carrying out the assessments required for the Natura 2000 derogation procedure, which is rarely applied in Estonia.
